I have a receding hairline and thinning hair should i shave it?

I'm 19 years old and i was wondering if I should shave my head. I hate how my hair is right now, its sort of long and shaggy. But I'm afraid to shave it because I'm worried people will be able to notice that I'm slowly balding. Another thing I'm worried about is the size of my head, I know I don't have the biggest head in the world but it's bigger than most, I think it's like 24 inches. I've also never had a buzz cut so I don't know what it will look like. any opinions would be helpful!I have a receding hairline and thinning hair should i shave it?
